As expected, the raw number of laws passed by the legislature has decreased over the period of this study. Unsurprisingly, a greater number of statutes are passed during the second session of Congress as lawmakers run down the clock and vote on lingering pieces of legislation. None of the substantive explanatory variables reach significance, although mood the year before nears significance and the size of the Democratic majority is in the proper direction. 1.
